J. Anthony Gallegos, Jr.
Chief Executive Officer
Anthony has served as our President and Chief Executive Officer since October 2018. Prior to his current role, Anthony served as President and Chief Executive Officer of Sidewinder Drilling Company. Anthony joined Sidewinder upon its founding as Senior Vice President & CFO, a position he held until November 2014 when he was promoted to President & Chief Financial Officer with overall responsibility for the profitability and operating performance of the Company. He was promoted to President and CEO in September 2017.
From April 2006 through September 2010, Anthony held the position of Vice President Business Development of Scorpion Offshore. Scorpion Offshore was an international offshore drilling contractor with operations across the globe which was acquired by Seadrill in 2010. Prior to joining Scorpion Offshore, he held operational, marketing, corporate planning and management positions with Atwood Oceanics, Transocean and Ensco.
Anthony started his career working as a roughneck on offshore drilling rigs in the U.S. Gulf of Mexico. Anthony is a member of the Society of Petroleum Engineers and the International Association of Drilling Contractors . He is a veteran of the US Army and holds a B.B.A. from Texas A&M University and an M.B.A. from Rice University.
Philip A. Choyce
Executive VP & CFO
Philip has served as our Executive Vice President and Chief Financial Officer since August 2016. Philip joined the company upon its founding as Senior Vice President and General Counsel. Philip was promoted to Senior Vice President and Chief Financial Officer in 2012. Prior to joining the company, Philip served as the Vice President, General Counsel, Corporate Secretary and Chief Compliance Officer of Grant Prideco, Inc. until its sale to National Oilwell Varco.
Philip was a Senior Associate at Fulbright & Jaworski LLP and began his career as a Certified Public Accountant at Ernst & Young LLP. Philip holds a B.B.A. in accounting from Texas A&M University and received his law degree from The University of Texas in Austin.
Philip A. Dalrymple
SVP, Operations
Philip has served as our Senior Vice President, Operations since December 2020. Prior to his current role Philip served as our Vice President, Operations. Philip joined the company in January of 2013 where he served in roles with increasing responsibility, including Drilling Superintendent and Operations Manager.
Prior to joining the company, Philip was employed at Rowan Companies Inc., where he was a lead project engineer overseeing construction of offshore drilling rigs from 2010 until 2013. Philip served in roles with increasing responsibility in Rowan’s drilling operations, including Rig Manager and Safety Specialist. Philip holds a B.S. in Mechanical Engineering from Texas A&M University and is a member of the International Association of Drilling Contractors.
Scott A. Keller
SVP, Business Development
Scott has served as our Senior Vice President, Business Development since December 2020. Scott joined Sidewinder Drilling in March 2012 where he held various roles with increasing responsibility as it related to marketing and contracting of the Sidewinder rig fleet throughout several regions of the US including the Bakken, Marcellus, Permian, Haynesville and Eagle Ford. In September 2017, he was promoted to Vice President Marketing for Sidewinder Drilling and maintained that position through its merger with ICD in October 2018 until his promotion to his current role December 2020.
Prior to joining Sidewinder, Scott held the position of International Business Development Manager for Allis Chalmers Energy from March 2007 to November 2011. Allis Chalmers was an oil field service conglomerate with equipment based across both domestic and international markets before its combination with Archer in 2011. Before joining Allis Chalmers, he held sales and business development roles for several oilfield service companies including Quality Rental Tools, and Varco.
Scott holds a B.B.A. from Texas A&M University and is a member of the Society of Petroleum Engineers and the International Association of Drilling Contractors.
Katherine Kokenes
VP & CAO
Katherine served as our Chief Accounting Officer since May 2020 before being promoted to her current role as Vice President and Chief Accounting Officer in December 2020. Prior to her current role, she served as our Director of Financial Reporting from June 2015 to May 2020 and as our Corporate Controller from August 2013 to June 2015.
Prior to joining us, Katherine held various positions, the most recent of which was Assistant Controller at Nabors Industries, Ltd., a publicly traded drilling contractor, from January 2010 to August 2013, and served in similar positions as well with Nabors from January 1996 until December 2000. From 2001 until 2009, Katherine owned and operated a private mortgage company.
Katherine, a certified public accountant, holds a B.B.A. in accounting from the University of Texas at Arlington.
Marc S. Noel
VP, Sales & Marketing
Marc has served as our Vice President, Sales and Marketing since December 2020. Marc joined the company in January 2014 as Manager, Sales and Business Development where he was responsible for the contracting and marketing of the company’s growing fleet of newbuild drilling rigs across Texas and its contiguous states. Marc was promoted to Director, Sales and Marketing in 2019.
Prior to joining ICD, Marc worked for Strata Control Services and Turbo Chem International, which are specialty chemical companies who provide wellbore stability products across all major US and international oil & gas plays. During his time there he held various roles with increasing responsibility in both land and offshore applications as well as sales management.
Marc is a member of the International Association of Drilling Contractors and currently serves as Vice-Chairman of the IADC Houston Chapter Board of Directors. He holds a B.A. from the University of Louisiana at Lafayette.

James G. Minmier
Chairman of the Board
Mr. Minmier has served as the Chairman of the Board since April 2023 and has been a Director on our board since October 2018. Mr. Minmier has served as Chief Executive Officer of Extreme Plastics Plus, LLC, a subsidiary of BW Equity Holdings, LLC, and Board Director of BW Equity Holdings, LLC from May 2018 to February 2020. Mr. Minmier served as a Director for Sidewinder Drilling until May 2018. Mr. Minmier served as President of Nomac Drilling LLC, a subsidiary of COS Holdings, LLC and subsequently Seventy-Seven Energy Inc. Mr. Minmier has more than 32 years of experience in the drilling industry and served as Chairman of the Board of the International Association of Drilling Contractors in 2014.
Mr. Minmier was honorably discharged as a Captain in the US Air Force and received a Bachelor of Science in Electrical Engineering from the University of Texas at Arlington and a Master of Business Administration degree from the University of West Florida.

Robert J. Barrett IV
Director
Mr. Barrett has over 20 years of energy experience as an investor, operations executive, director, and advisor. Mr. Barret is currently a Partner of Z2 Investment Management, LP, which he co-founded in 2022. From 2017 to 2022, Mr. Barrett was a Managing Director at Angelo Gordon in the Energy Credit strategy group. From 2008 until 2017, Mr. Barrett served as an Executive Vice President at Basin Holdings, a private holding company where he held several executive management positions, including Global Head of Corporate Development and Chief Financial Officer of the rental and manufacturing divisions.
Prior to Basin, Mr. Barrett was a member of Credit Suisse’s Special Opportunities Group, a proprietary debt and equity investment team, and worked in investment banking at both UBS and Goldman Sachs. Mr. Barrett received a B.A. from Georgetown University and M.B.A. from the Darden School at the University of Virginia.
Vincent J. Cebula
Director
Mr. Cebula has a decades long history as a director, operating advisor and investor, including over 35 years of experience in private equity and investment banking.
In 2021, Mr. Cebula served as an Operating Advisor to Solace Capital Partners, L.P., a middle-market private investment firm, an entity that he co-founded in 2013, and where he served as a Managing Partner until February 2018 and Chief Operating Officer until December 2020. Between 2007 and 2012, Mr. Cebula served as a Managing Director of Jefferies Capital Partners and Jefferies & Company, Inc. Between 1994 and 2007, Mr. Cebula was a Managing Director at Trust Company of the West/Oaktree Capital Management and was one of the original four senior members of Oaktree’s Principal Opportunities Funds. Since July 2021, Mr. Cebula has served as an Independent Director of Staffing 360 Solutions, Inc., a publicly traded employment staffing company.
Steven R. Strom
Director
Mr. Strom has served as a member of our Board of Directors since September 2024 as an independent director. Mr. Strom has more than 30 years’ experience as an investment banker, board member and investor regularly working with clients seeking to complete challenging financings, mergers and acquisitions, improved operating performance, financial restructurings and other situations involving complex negotiations. Since 2024, Mr. Strom has served as Chief Executive Officer of Odinbrook Global Advisors, an advisory firm that he founded in 2014. From 2016 to 2018, Mr. Strom served as Chief Executive Officer of Blackhill Partners, an investment bank specializing in the energy and shipping sectors. Prior to 2014, Mr. Strom held various leadership roles in investment banking, including Global Group Head and Managing Director of Jefferies’ Restructuring Group and Managing Director of CIBC World Market’s Restructuring Group. Mr. Strom currently serves as a director of Vintage Wine Estates, Inc. Mr. Strom earned a B.B.A. in Finance from Arizona State University and a Master of Business Administration from the University of Michigan at Ann Arbor.
